Driveway resurfacing or replacement: which one your slab can take

Driveway resurfacing bonds 1.6 mm to 13 mm of new cement over the slab you own, at a fraction of replacement cost. Sourced cost ranges, the data-sheet limits, and how to read your own concrete before anyone quotes either one.

We resurface concrete driveways across Greater Victoria: Victoria, Saanich, Oak Bay, Esquimalt, View Royal, Colwood, Langford, Sidney, Central Saanich and Sooke. Driveway resurfacing bonds a new cement-based layer, 1.6 mm to 13 mm thick, onto the slab you already own, at a fraction of the cost of tearing that slab out. Condition decides whether you can have it, not budget: a sound slab with a worn surface resurfaces well, and a slab that has moved does not.

The size of the gap is why the question gets asked at all. HomeAdvisor cost data updated 20 June 2026 puts driveway resurfacing at $3 to $9 per square foot, an average job around $2,000, and most jobs between $1,000 and $5,000. Against that, Green Building Canada 2026 figures for British Columbia put an installed concrete driveway at $10 to $22 per square foot, with demolition and disposal adding $1,000 to $5,000 before any new concrete arrives. Two currencies, two markets, same ratio.

What resurfacing actually puts on your driveway

A resurfacer is a polymer-modified portland cement product spread in a thin layer over the existing slab. The old concrete stays in the ground and keeps doing the structural work. What you buy is a new wearing surface and a new finish, placed in a day, with no demolition, no disposal bin and no re-grading of the base.

Because the layer is thin, the bond is everything, and the bond is decided by preparation rather than by product. Quikrete calls a 2500 PSI (17.2 MPa) pressure wash essential to proper adhesion, and the applicable test on its sheet is ASTM C1583, the direct-tension pull-off method for the bond strength of concrete repair and overlay materials. That is the number that decides whether the job lasts, and it is the one nobody quotes you: not how thick the overlay is, but how well it is stuck down.

What the data sheet allows, and at what temperature

Below is the published data for one widely stocked resurfacer, assembled from the manufacturer's own product sheet. Every timing figure carries the temperature it was measured at, because a cure time without a temperature attached is not a fact.

Read the panel line again. Twenty minutes of working time and a maximum panel of about 144 sq ft means a double driveway is placed in sections against a clock, and every section has to close into the next before it skins over. Crew size is not an upsell on this product. It is the difference between one continuous surface and a set of visible cold joints.

The limit the resurfacer admits in its own document

This is the part the comparison articles leave out, and it is the whole decision. Quikrete publishes it plainly: reflective cracking into the new surface cannot be completely prevented, especially where the slab lacks adequate control joints or where slab settlement occurs.

The manufacturer is telling you that an overlay is a surface product and a moving crack is not a surface problem. A crack that is moving keeps moving under 3 mm of new cement, and it telegraphs through, usually in the first wet season. Any quote that promises an overlay will make a settlement crack disappear is contradicted by the data sheet of the material being applied.

Joints stay, and the overlay does not erase them

The second thing the sheet is firm about is joints. Existing control joints must be maintained through the new surface, and old expansion joints have to be carried up and re-formed at the new finished height rather than filled in. A driveway is designed to crack, and the joints are where it has been told to do it. Bridging them with cement is not a tidier finish, it is choosing where the next crack goes.

This is a fast way to read a quote. If nobody on the quote mentions saw-cut joints, matching the existing joint layout, or protecting the joints during placement, they are pricing a cosmetic coat rather than a resurfacing job. It is also why an overlay is masked and worked joint to joint: the placement plan and the joint plan are the same drawing.

Four things to check on your own driveway first

You can do a reasonable assessment yourself in ten minutes on a dry day.

  • Displacement. Run a straightedge across each crack. If one side sits higher than the other, the slab has moved, and something under it moved first. An overlay will crack along the same line.
  • Crack width and pattern. Fine, tight, map-like crazing is a surface issue and resurfaces well. A few wide cracks running the full width in straight lines usually means movement.
  • Hollow sound. Tap around with a hammer or drag a heavy chain. A dull, hollow note means the concrete has delaminated from itself underneath. That area needs removing, not covering.
  • Drainage. Look at it during real rain. Water pooling in the middle, or running toward the house rather than away, is a grading problem. An overlay follows the existing grade, so a wrong grade stays wrong.

Why a Greater Victoria driveway usually fails at the surface

Most national advice on concrete driveways is written for a freeze-thaw climate, and the South Island is not one. Environment and Climate Change Canada's published climate normals for VICTORIA INT'L A record 46 nights a year at or below 0 °C, but only 17.97 nights a year below -2 °C, against 845.34 millimetres of rain. Prairie and central Canadian driveways are broken by water freezing inside the slab and jacking it apart. Ours are worn down by saturation, salt, moss and organic staining working on the top few millimetres.

That distinction is worth money to you, because surface damage is exactly what an overlay is built to solve. A tired, dusting, spalled, moss-stained Victoria driveway is far more often a resurfacing candidate than the same-looking driveway in Winnipeg, where the damage more often started underneath. It also means the failure to rule out first here is drainage, not frost.

The window for doing the work on the South Island

The constraint is not warmth, it is dryness. The same climate normals give VICTORIA INT'L A 261.81 days a year with a daily maximum above 10 °C, which is the minimum air and slab temperature the resurfacer sheet asks for. Rainfall is what closes the calendar: 148.41 mm in an average November and 129.65 mm in December against 17.87 mm in July, while the product needs protection from rain for at least 8 hours after placing.

So the practical season runs from late spring into early autumn, and a November booking is a gamble on an eight-hour dry window rather than on a temperature. The same logic governs the asphalt side of the property, which we set out in the best time of year to sealcoat in Victoria.

What actually moves the number on either quote

Square footage sets the floor and everything else is condition. On the resurfacing side the variables are crack routing and filling, how much spalled area has to be built back before the finish coat goes on, whether you want a second coat, and finish choice. Third-party market data separates those clearly: HomeAdvisor puts crack repair at $250 to $800, a plain single-colour resurfacing at $3 to $9 per square foot, a decorative overlay at $6 to $10, and a stamped or stencilled overlay at $5 to $20. Colour and pattern, not the concrete, are what move a resurfacing job into the top of that range.

On the replacement side the concrete is the small part. Green Building Canada 2026 data puts demolition and disposal at $1,000 to $5,000, a compacted granular sub-base of 150 to 300 millimetres at $5 to $15 per square metre, permits at $50 to $500, and drainage or grading work at $500 to $2,000. That is the real answer to why the two prices are so far apart: you are not comparing two ways of buying concrete, you are comparing a surface against an excavation.

There is a third path worth knowing about, because it changes the maths on a settled slab. Where a sound panel has simply dropped, the same June 2026 HomeAdvisor data quotes slab lifting at $3 to $6 per square foot, which can be cheaper than replacing it and puts the driveway back on grade so an overlay becomes viable afterward. That is a lifting job for a different trade, not something an overlay does, and we will say so rather than coat over a slab that needs raising.

When replacement is the right call

Sections at different heights. Cracks with displacement. Large hollow or crumbling areas. Water running toward the foundation. A slab poured too thin for what now parks on it. Tree roots that are still growing.

In those cases an overlay is money spent twice, because in two winters you are looking at the same problem plus a wasted layer on top of it. We do not do replacement work, which is precisely why we have no reason to talk you out of it. If that is what your driveway needs, we say so at the assessment.

The middle ground, and what to do next

Partial replacement plus resurfacing is often the right answer on a long driveway. One failed section comes out and gets repoured, the rest is repaired and overlaid, and the whole thing finishes as one continuous surface. It costs more than an overlay and far less than a full replacement, and it puts the money where the problem is.

  • Sound slab, surface damage only, drainage acceptable: read the full process on our concrete resurfacing page.
